Business received by Representation Houses vs. independent outlets

  • Representation houses are organizations that represent the business interest of individual media outlets. It is not mandatory for media to be represented by such an organization in order to obtain government advertising business. Whether or not to seek representation from this type of organization is a business decision to be made by media outlets. Their decisions are fully respected by the Government.

  • As such, the AOR works directly with independent media and also respects contractual undertakings between a media outlet and a representation house. When a media outlet has contracted with a representation house, the AOR will deal with the representation house. When no such contract exists, the AOR will deal directly with the media outlet.

  • Our commitment to ethnic media remains strong. PWGSC will continue to involve the community to the extent possible and to keep the doors open for ongoing meaningful dialogue.

Planning/Placement decisions

  • The originating department makes their decisions based on media plans prepared by a creative agency. The approved plans are then sent to the AOR for execution. The AOR does not plan the media purchase nor decide which media outlet to buy to place a Government ad.

  • Originating departments are ultimately responsible to choose one ethnic media outlet over another in relation to their advertising campaign objectives and their target audiences.

GoC Questionnaire

  • Cossette Media, on behalf of the Government, distributes a questionnaire for the purpose of gathering general data from media outlets, such as contact names, addresses, target audiences and circulation.

  • Individual media outlets must complete the questionnaire to become qualified and be part of the media listings used by the Government of Canada. However, being listed is not a guarantee of receiving Government advertising business.

  • The questions asked are fair and straightforward and do not in any way give advantage to one media outlet over another.

Agency of Record (AOR) Payment process

  • The AOR invoices the Government in strict accordance with the terms and conditions of its contract. Invoices are verified by PWGSC to ensure compliance with the terms and conditions of the contract.

  • For its work, the AOR receives a media placement fee paid by the Government of Canada department or agency responsible for the advertising requirements.

  • The AOR does not receive any commissions from the media for its government media placement activities.
