Finance, Accounting, Banking and Compensation Branch


FABCB is responsible for managing the operations of the federal treasury, which includes issuing Receiver general payments. It is also responsible for providing government-wide accounting and reporting services, and managing pension services and group insurance plans. It provides a range of financial services to PWGSC such as budget management and financial accounting and controls and management of financial systems.

Portfolio

  • Issues approximately 226M Government of Canada payments each year (about 69 percent through Direct Deposit).

  • Provides public service pay, pension and insurance services to 292,000 public servants and to 322,000 Canadian pensioners.

  • Provides some pension services to National Defence and the Royal Canadian Mounted Police (RCMP) pension plan members.

Banking

  • Administers the cash inflows and outflows of the Consolidated Revenue Fund

  • Issues, reconciles and redeems payments on behalf of all government departments. 226M payments were issued in 2003-2004, 69% of them electronically.

  • Administers the government's banking arrangements for receipts and disbursements.

Accounting

Maintains the Accounts of Canada, prepares the financial statements of the Government and produces the Public Accounts of Canada.

Compensation

  • Provides public service pay, pension and insurance services to 292,000 public servants and to 322,000 retired public servants.

  • Provides pension services to National Defence.

The Assistant Deputy Minister serves as the Senior Financial Officer of the Department.
