The Government of Canada is working toward increasing
efficiency and effectiveness in the provision of IT
services and infrastructure to government departments
and agencies.
The federal government recognizes that it must continue
to work closely with the private sector in order to
meet expectations for improved service delivery to Canadians.
Furthermore, to leverage the existing positive relationship,
the government needs a means to have meaningful exchanges
of information and experiences with IT suppliers.
This consultation process will help set the tone
for the longer-term relationship between vendors and
the Government of Canada. It is an important part of
the ongoing work towards establishing the new PWGSC
Information Technology Branch (ITSB), which will act
as a dynamic common service provider of shared IT products
and services to government.
To accomplish this, PWGSC has engaged the Public
Policy Forum (PPF) to identify common ground and mutual
interest that ITSB and vendors can build upon for longer-term
information-sharing and consultation. PPF will assist
ITSB in preparing a strategy and implementation plan
to for developing and maintaining an ongoing dialogue
with IT vendors, both actual and potential suppliers
to the Government of Canada.
PPF will:
- invite approximately 60 key individuals to participate
in a short on-line survey;
- conduct 15-20 interviews with a cross-section of leading
members of the IT community, including: IT vendors,
Government officials concerned with IT procurement,
outside observers and procurement advisors;
- prepare a discussion paper based on the survey and
interview responses;
- conduct two roundtables with a representative group
of stakeholders and field experts to obtain feedback
on the discussion paper; and
- provide a report summarizing the findings of the consultations
and providing recommendations on means of establishing
an ongoing dialogue.
A non-partisan, not-for-profit organization with
extensive expertise in e-government, PPF's involvement
will ensure the objectivity of the resulting data.
