 Philosophical Framework

“No greater honor will ever be bestowed on an officer or a more profound duty imposed on him than when he is entrusted with the investigation of the death of a human being. It is his duty to find the facts regardless of color, lifestyle or creed without prejudice and to let no power on earth deter him from presenting the facts to the court without regard to personality.”

Team Commander Welcome Message

Between September of 2002 and July of 2003, "K" Division RCMP Major Crimes Section North, RCMP Major Crime South, (Edmonton & Calgary) and Detachments having jurisdiction investigated the homicidal deaths of five sex trade workers from the Edmonton area. The bodies of Monique PITRE and Melissa MUNCH were discovered near Sherwood Park, Katie BALLANTYNE and Edna BERNARD near Leduc, and Debbie LAKE near Camrose.

Coincidentally, in the fall of 2002 a High Risk Missing Persons Project (HRMPP) was initiated and a review of all the unsolved homicides and high risk missing persons cases in the North West Region (Alberta, Saskatchewan,  Manitoba, North West Territories, Nunavut) was conducted. The review involved a collection (Phase I) and analysis (Phase II) phase.

In October 2003 after completion of Phase I & II Assistant Commissioner William SWEENEY, Commanding Officer "K" Division, established Project KARE (phase III) of the HRMPP to deal with cases from Alberta.
Project KARE is a significant undertaking and as such our tasks and challenges ahead demand excellence, dedication, and most of all team work. To this end, members of our Team have been carefully selected for their work ethic, special skills and personal attributes. We also recognize working with our partners and the general public will be the key to our collective success in achieving our Project goals.
