Jacques Duchesneau is the President and Chief Executive Officer of the Canadian Air Transport Security Authority (CATSA), created in April 2002 in the wake of 9/11. He is an innovative and respected senior executive with more than 20 years of experience in a variety of highly successful key leadership, management and advisory positions. He has strong roots in the world of policing, security and business at the national and international levels.

For close to 30 years he had a distinguished career with the Montreal Urban Community Police Service (MUCPS), culminating in his appointment as Chief of Police and Chief of Staff (1994-1998). In this front-line position, he was leader of the 2 nd largest municipal police force in Canada and the 7 th largest in North America. From 1994-1998, he also held the position of Treasurer of the International Centre for the Prevention of Crime. He was also Vice-President of the Canadian Association of Chiefs of Police (1993-1997) and President of the Quebec Association of Police Directors (1993-1997).

Mr. Duchesneau has developed a reputation, both in Canada and around the world, as one of the foremost experts in the field of security. In 1999, he was the Government of Canada’s Official Candidate for the position of Secretary-General of Interpol and was named to the short list of three finalists.

From 2000-2005, Mr. Duchesneau has acted as Colonel Commandant of the Canadian Force’s Military Police. From 2000-2002, he occupied the position of Senior Vice-President at Datacom, a high-tech company specializing in the management of vehicle fleets and industrial inventory as well as the tracking of stolen vehicles.

Thanks to his extensive network of collaborators and specialists, Mr. Duchesneau is highly skilled in critical areas such as post- 9/11 national and global security, terrorism, defense policy and economic safeguards.

Not just a man of action, Mr. Duchesneau has authored a series of articles, reports and documents related to police work. He has given over two hundred lectures and conferences on subjects as diverse as leadership, international terrorism, police ethics, drug trafficking and organized crime.

Jacques Duchesneau is also very involved in his community. He is a member of several professional and charitable organizations, and over the years has occupied a number of strategic positions in these associations.

Jacques Duchesneau earned a Master’s Degree in Public Administration from the École nationale d’administration publique (ÉNAP) and a Bachelor of Science from the University of Montreal .

Distinctions

In 1996, Mr. Duchesneau was honored as a Member of the Order of Canada and recognized for his exceptional career as Chief of the Montreal Urban Community Police Department, for his social and community commitment and for his unrelenting fight against drug trafficking and organized crime.

In 1989, he received the Police Medal for Distinguished Service and in 1993 he received the 125 th Anniversary of the Confederation of Canada Medal for exemplary action in the war against drugs.

In 1997, he was twice honored; first, by being named the recipient of the Quebec Criminology Society’s Archambault-Fauteux Award, and, second, by winning the Paul Harris Fellow Award from Rotary International.

In 2001, he was knighted by the Order of Saint John and in 2002 he received Queen Elizabeth II’s Golden Jubilee Medal for his significant contribution to his fellow citizens, his community and Canada.
