- A proposed schedule, including the expected unveiling date (is there an important anniversary day to highlight?)
- Approximate budget and cost breakdown, including proof of funding or a fundraising strategy (all costs associated with this proposal must be paid by the donor or sponsoring agency)
- Project partners, sponsors or supporting agencies
- Design criteria, if any
- Design concepts (how will the artist be chosen? has a design been chosen already?)
- Goals for ongoing interpretation
- Site requirements
- Site-use intentions, including the possibility of holding ceremonies or memorial events
