Canadian Coast Guard College 

Consulting

Developing the appropriate knowledge, skills and attitude is accomplished through the following three activities:

  • Training
  • Research and Development
  • Consultation

All three activities require highly skilled professionals. The Canadian Coast Guard College faculty has a proven track record in all of these three areas.

At the request of countries or international agencies such as IMO, The Coast Guard College staff has provided consulting services to authorities in many countries such as Singapore, Hong Kong and Taiwan. Needs Analysis on, for example the Egyptian Search and Rescue System have been conducted by the Coast Guard College staff.

Training Development

Training Development at the Coast Guard College is not limited to Canada; it has been exported to other countries such as Hong Kong, Vietnam, Australia, Thailand, and South Korea. Examples of CGC's National Training Development are:

  • MCTS Department
    Simulator Training - The Global Marine Distress and Safety System (GMDSS) Simulator Training.
    Marine Communications and Traffic Services - Basic Training - A 25-week course that teaches participants all aspects of marine communications, distress procedures, vessel traffic regulating and waterway management procedures.
  • Nautical Sciences Department
    Ship's Crew Officer Training Program - The two-year SCOT Program was developed by the Nautical Science Department for the purpose of training qualified Coast Guard crew as junior officers.
  • SAR Department
    Small Vessel Command Course runs for a period of nine-weeks and is designed to be a model of operations for a typical Coast Guard lifeboat station or small vessel station.

    Please note - In line with current trends in the education field CGC is adopting the Prior Learning Assessment and Recognition (PLAR).
Research and Development

R&D projects at the Coast Guard College have mainly focused on Operational Research associated with Search and Rescue, such as Software development in the case of CANSARP search planning software and tools used in SAR Operations such as the SLDMB (Self-Locating Datum Marker Buoy). The Coast Guard College also works with the scientific centres of DFO across Canada to develop tools such as "near real time" surface-current models for the Gulf of St. Lawrence, the Grand Banks, etc. Studies or Projects contributed to or conducted by the Coast Guard College:
  1. Data Report of the Drift Errors in CANSARP Predictions for Cabot Strait (2000) The report is an evaluation of the performance of CANSARP in predicting the drift of AST buoys in Cabot Strait.
  2. Global Maritime Distress and Safety System Simulator (1995) The GMDSS Simulator was designed and built as the result of a collaborative effort between the Coast Guard College and Internav Ltd., a Nova Scotia based company specialising in marine technology engineering.
  3. Phase ll Leeway Dynamics Study Program (1998) The purpose of the study was to apply the theoretical treatment of leeway drift to the Beaufort 20-person liferaft and to the 5.6-m plank boat common to Canada's east coast.
Project Management

International Association of Lighthouse Authorities - IALA
Coast Guard College Consultants initiated and provided project management support for the International VTS Instructors' Workshops. These workshops were held to support IALA initiatives in the recruitment and training of Vessel Traffic Services (VTS) Officers.

Accreditation

Boating Safety Accreditation Committee
In 1995 the Canadian Coast Guard was asked to work in consultation with the public to develop a boating safety course standard. Following the completion of the project, the Coast Guard College was tasked to be the "Keeper of the Standard". As a result, the college was given the responsibility of verifying and accrediting boating safety courses. The boating safety standard accreditation ensures that all recreational boating safety courses delivered by any agency contain the agreed upon standards of knowledge.
