If you live in Inuvik or Moose Jaw, you may wonder if you and your region have any effect on the way the Capital region is planned and developed. The answer is yes, through the Commission — or board of directors — which the NCC uses to balance local and national interests. Members of the board of directors represent the national constituency as decision-makers at the highest level of management at the NCC.

National Representation

The Commission is made up of 15 members:

  • Chairperson
  • Vice-Chairperson
  • Five members from the Capital region
  • Eight members from other regions of Canada

Board members are appointed by Order in Council. Except for the Chairperson and Vice-Chairperson, board members may serve for only two consecutive terms. When vacancies occur, the Chairperson advises the Minister of Canadian Heritage on the experience and skills that are needed in new appointees.

Board Responsibilities

Either in full session or through the work of various corporate committees, the board is responsible for:

  • reviewing corporate plans and budgets
  • reviewing annual reports and financial statements
  • advising on issues, policies and strategies
  • approving projects, transactions and action plans

Organization

The board of directors (the Commission), as the NCC’s governing body, sits at the apex of the organization. The NCC Chairperson heads the board and also serves as the Chief Executive Officer (CEO). The Executive Vice-President and Chief Operating Officer (COO) reports to the Chairperson/CEO, sets operational and management objectives and oversees day-to-day operations. The Chairperson, COO and all senior executives meet weekly to review new projects and ongoing work and to translate the strategic decisions of the Commission into action at the operational level.

The National Capital Act, By-Law # 1 and By-Law # 2 set up the basic framework within which the board of directors exists — the role of the board, Chairperson, etc. — and defines the authority and structure for the NCC.
