The licensee proposes to amend the
licence by changing the frequency from 94.3 MHz (channel 232LP) to 104.7 MHz
(channel 284A). The licensee also proposes to change the authorized contours
by increasing the average effective radiated power from 50 to 3,100 watts and
by increasing the antenna height (maximum effective radiated power of
5,350 watts/antenna height 104 meters. |

The proposed increase in power and
antenna height will increase significantly the authorized contour of CJFH-FM. |
|
The Commission notes that the power
increase will result in a change of CJFH-FM’s status from a low power
unprotected service to a protected Class "A" FM station. |

The applicant is requesting
permission to simulcast the programming of the new FM station on CKOT for a
period of three months from the date of implementation of the new station. |

pursuant to sections 9(1)(e) and 24(1) of the Broadcasting Act, the
revocation of the licence of CKOT effective at the end of the simulcast
period. |

Application by Aboriginal Peoples
Television Network Incorporated (APTN) to renew the licence of its
satellite-to-cable programming undertaking and its transmitters listed
below, expiring 31 August 2005. |
|
The applicant requests that the
licence be renewed for a full seven-year term subject to the same terms and
conditions as currently applied, with the exception of the following
proposals: |
|
- to increase the minimum level of Canadian programming to be broadcast
on the service from 70% to 75%;
|
|
- to increase the authorized maximum fee charged to distributors for the
carriage of APTN as part of the basic service by $0.10 per subscriber per
month. The additional revenues will primarily be used to increase the
quality and quantity of Canadian programs;
|
|
- to split the feed of its southern signal into two distinct eastern and
western
regions. |
|
APTN expects that terrestrial
distribution undertakings that must distribute its service (i.e. Class 1 and
Class 2 undertakings, including MDS) would be required to distribute either
the Eastern or the Western feed, depending on their location. APTN believes
that it would be appropriate for the Commission to require the two national
Direct-to-home undertakings to carry both the Eastern and the Western feeds. |
|
By the end of the proposed licence
term, APTN also expects that it will be fully high definition (HDTV) capable
and will commission some of its major series in this format. |

In Decision CRTC
2001-578, 12 September
2001, the Commission approved an application by MSD Computer Corp., on behalf
of a corporation to be incorporated, to operate a new developmental community
radio station in Little Current (CFRM-FM). The licence for CFRM-FM expires 12
september 2005. |

In Community Radio Policy,
Public Notice CRTC 2000-13, 28
January 2000, the Commission stated that developmental radio stations would
generally be licensed for three years. At the end of this term, licensees
will be expected to have filed an application with the Commission for a
regular community radio licence, or to cease operations. |
|
The applicant is applying for a Type
A community radio station. The Commission notes that there is at least one
other station, other than a station owned by the CBC, that is licensed to
operate in the same language in all or any part of the market of Little
Current. In such a situation, according to the Community Radio Policy
(Public Notice CRTC 2000-13),
the Commission would generally consider this application as a Type B
community radio station. |

The applicant is proposing to devote
a minimum of 10% of its programming to spoken word programming. |
