Television Ltd. to amend the licence of the national
English-language specialty programming undertaking known as Country
Music Television (CMT). |

The licensee proposes to
replace the condition of licence relating to Category 8b (music video
clips) which reads: |

1. (b) Not less than 70% of all programming broadcast by the
licensee shall be drawn from Category 8b - Music video clips.
|

with the following condition: |
|
1. (b) Not less than 50% of all programming broadcast by the
licensee shall be drawn from Category 8b - Music video clips.
|
|
The licensee seeks the
amendment due to a decline in audience interest in video flow
programming. The applicant intends to fill the gap in programming with
programming from categories 2b, 8c, 9, 10, 11 and 12. The applicant
states that such alternate programming shall continue to conform to
CMT’s nature of service.

(TVA), on behalf of its wholly owned subsidiary LCN Argent inc., to
amend the licence of the national French-language Category 1 specialty
programming undertaking known as Argent
(previously known as LCN Argent). |

The licensee proposes to amend
its condition of licence relating to the nature of service in order to
permit it to broadcast programming from category 14 (Infomercials,
promotional and corporate videos). |
|
The applicant indicates that
the inclusion of infomercials in its programming would generate another
source of revenue for Argent. Consequently, TVA would be able to invest
more in programming and offer better quality programs to its viewers.

The licensee proposes to
change the authorized contours by increasing the effective
radiated power from 50 watts to an average effective radiated power of
141 watts and by increasing the antenna height (maximum effective
radiated power of 250 watts/antenna height of 58 metres). |
|
The licensee stated that the
proposed changes will result in a better quality signal to listeners
located in the Kitchener and Waterloo part of its licensed area who are
currently experiencing poor reception of CJTW-FM. |
|
The Commission notes that the
contours of the station would be increased significantly and that the
increase in power would result in a change of the CJTW-FM’s status from
an unprotected low power service to a regular Class A FM station. |

The licensee proposes to amend
its licence by changing the frequency from 94.1MHz (channel 231LP) to
100.3 MHz (channel 262LP).

The licensee states that the
proposed change was prompted by Canadian Broadcasting Corporation’s
request for the use of frequency 94.1 MHz.
|
|
The licensee is aware that the
Commission has yet to render a decision regarding the CBC’s application
but it wishes to proceed with its request for a change in frequency
before commencing operations. |

FM transmitter to broadcast the programming service of CBC Radio Two,
CBU-FM, Vancouver. |

The transmitter would operate
on frequency 107.5 MHz (channel 298A) with an average effective radiated
power of 110 watts (maximum effective radiated power of 200 watts/antenna
height of 272.5 metres).

proposed changes will result in a better quality signal to listeners
located south of Salmon Arm towards Kelowna, in areas such as Enderby.
The licensee indicates that listeners in this part of its licensed area
currently experience poor reception of CKXR-FM.
