List of Certified Independent Production Funds

As part of its determination on the new Broadcasting Distribution Regulations, the Commission, in Public Notice CRTC 1997-25 dated 11 March 1997, announced that broadcasting distribution undertakings (BDUs) would be required to participate in the production of new quality Canadian programming through a financial contribution to be directed to an independent production fund.

In Public Notice CRTC 1997-98, the Commission announced that a BDU:

  • must direct a minimum of 80% of its contribution to the Canada Television and Cable Production Fund (now called the Canadian Television Fund (CTF));
  • may direct up to 20% of its contribution to one or more independently-administered production funds, other than the CTF, provided that it meets certain criteria.

These required criteria were outlined and clarified in the Commission’s Public Notice CRTC 1999-29. This notice also announced that, upon application, the Commission certify whether an independent production fund meets the criteria and is eligible to receive and administer contributions from BDUs.

In Public Notice CRTC 2001-30, the Commission amended the eligibility criteria so that treaty co-productions will no longer require 65% Canadian financing in order to qualify for access to contributions by BDUs to certified independent production funds.

The following is a list of the independent production funds that have been certified as eligible to receive contributions from BDUs. It also includes a brief description of the types of projects that the fund will provide funding to.

Bell Broadcast and New Media Fund

Supports projects which include a new media component as well as a television component. The work on the new media component must be carried out principally in Ontario or Quebec. The television component must be designated as a drama, variety, documentary, children’s program or educational programming.

Canadian Independent Film and Video Fund

Provides funding for the development and production of informational, educational and training films, videos and multimedia programs. Funding is available to productions that are in French or English.

Cogeco Program Development Fund

Eligible productions include dramatic television series, movies of the week or two-part mini-series for prime-time broadcast in English or French.

Independent Production Fund

Provides financial support for Canadian documentary programming in both official languages.

Saskatchewan Film and Video Development Corporation (SaskFilm)

Supports the film, video and new media community of Saskatchewan to enhance the quality, quantity and marketability of its products and resources.

Eligible projects include made-for-TV movies and series; short-form dramatic, animated, and children’s programming; and documentaries, educational, experimental, variety, and non-theatrical films and television programs.

Shaw Television Broadcast Fund

Provides equity financing for the production of children, youth and family television programming. Fiction and non-fiction, including series, pilots, specials, documentaries, variety, animation and TV movies are eligible. Preference is given to productions in the English, French or Aboriginal languages.
