will hold a public hearing commencing on 12 December 2005 at
9:00 a.m., at the Commission Headquarters, 1Promenade du Portage,

The applicant
states that the programming will consist of programming dedicated to
serving the distinct entertainment and information needs of boys aged 8
to 13 years. |
|
The applicant shall
provide informative and entertaining programming that is sensitive to
the development, education and needs of young boys. Programming on the
service will focus on issues unique to boys 8-13, including interests
and activities such as action/adventure, outdoor themes, extreme sports
and video games. |
|
The applicant
proposes to offer programming from the following categories: 2(a), 5(b),
6(b), 7(a), 7(b), 7(c), 7(d), 7(e), 7(f), 8(b), 10, 11, 12, 13 and 14 as
set out in Schedule I of the Specialty Services Regulations, 1990. |
|
The applicant
proposes the following conditions of licence to limit competitiveness: |
|
a) No more than 10% of all programming broadcast during the
broadcast week shall be drawn from category 6b (amateur sport) and no
live coverage of sporting events.
|
|
b) No more than 10% of all programming broadcast during the
broadcast week shall be drawn from category 8b (music video clips) and
no live coverage of musical events.
|
|
c) No more than 15% of all programming broadcast during the
broadcast week shall be drawn from Category 7d (feature films).
|
|
d) No more than 25% of all programming broadcast during the
broadcast week shall be drawn from Category 7e (animation) of which
10% will be sourced from Family’s pay television programming
undertaking (Family Channel).

e) No more than 50% of all programming broadcast during the
broadcast week shall be drawn from category 7.

TVA Group Inc. for a licence to operate a French-language
transitional digital television programming undertaking associated with
its existing TV station CFTM-TV in Montreal. |

In Public Notice
CRTC 2001-62, the Commission
urged broadcasters to provide digital coverage that matches their
current analog coverage (within the constraints of Industry Canada's
allotment plan), and to maintain their existing analog coverage in
full during the transition period. |
|
The Commission
notes that TVA Group Inc. will provide digital television coverage to
only part of the greater Montreal area during the transition period. The
applicant indicates that the choice of these parameters is temporary and
motivated on the one hand by the proportion of the audience served by
Vidéotron ltée and on the other hand by the technical difficulties and
enormous cost of the installation on Mount Royal. |

The applicant
indicates that after the transition period it fully intends to transfer
its digital television service to the channel and location currently
used by the National Television Standards Committee (NTSC) service and
to achieve equivalency in the areas served. |
|
The new station
would operate from a tower located on the roof of the TVA studio on
channel 59VU with an average effective radiated power of 6,140 watts
(maximum effective radiated power of 10,000 watts/antenna height of 41.9
metres). |
