Application by Global
Communications Limited to amend the licence of television programming
undertaking CJNT-TV Montréal. |

The licensee proposes amendments
related to the broadcasting of ethnic programming, and English and French
non-ethnic programming as follows: |
|
(i) Replace the condition of licence which currently reads:
|
|
CJNT-TV shall devote to the broadcasting of ethnic programs . . . not
less than 75% of the total number of hours broadcast annually between 8
p.m. and 10 p.m.
|
|
with
|
|
CJNT-TV shall devote to the broadcasting of ethnic programs . . . not
less than 50% of the total number of hours broadcast annually between 8
p.m. and 10 p.m.
|
|
The licensee notes that this amendment would improve its simulcasting
opportunities which would increase the station revenues used in
cross-subsidizing its ethnic programming.
|
|
(ii) Delete the condition of licence which currently reads:
|
|
In periods where the licensee chooses to broadcast non-ethnic
programming:
|
|
a) no less than 35% and no more than 60% of the total number of hours
dedicated annually to non-ethnic programming shall be devoted to
English-language non-ethnic programming.
|
|
b) no less than 35% and no more than 60% of the total number of hours
dedicated annually to non-ethnic programming shall be devoted to
French-language non-ethnic programming.
|
|
The amendment would permit the licensee to devote 100% of the non-ethnic
programming to English-language broadcasts.
|
|
The licensee has observed that CJNT-TV cannot compete for high-quality
non-ethnic programming with the established local French-language TV
stations. As a consequence, CJNT-TV has not generated revenues from this
programming sufficient to maximize the cross-subsidization of its ethnic
programming.
|
|
(iii) Eliminate the annual requirements relating to a minimum number of
ethnic groups that it must serve and the minimum number of languages in
which it must provide programming. The licensee will maintain its monthly
condition of licence requirements in these areas.
|
|
The licensee notes that approval of
the three (3) proposed amendments would not result in a reduction of the
total amount of ethnic programming broadcast on CJNT-TV Montréal. |

The licensee proposes to change the
authorized contours by increasing the effective radiated power from 50 watts
to 1,350 watts and by increasing the antenna height (non-directional
antenna/antenna height to 48.5 metres). |
|
The authorized contours of the
undertaking will be increased significantly. |
|
The licensee wishes to increase the
signal of the station to serve all of the listeners in the Municipality of
West Nipissing and outlying communities. |
|
The Commission notes that the
increase in power would result in a change of the CFSF-FM status from a low
power unprotected service to a regular Class A FM station. |
