Call for comments – Proposed amendments to the Specialty Services
Regulations, 1990, the Radio Regulations, 1986 and the
Pay Television Regulations, 1990

1. |
The Television Broadcasting Regulations,
1987 and the Broadcasting Distribution Regulations provide
the possibility for a condition of licence that allows the Commission to
grant certain licensees with an exception to the program logs and
records requirements. The Commission considers that it would be
appropriate to amend the Specialty Services Regulations, 1990,
the Radio Regulations, 1986 and the Pay Television
Regulations, 1990 in order that they would also allow the Commission
to grant such a condition of licence. This amendment is intended to
decrease the administrative burden on the Commission and licensees in
certain circumstances, such as in the case of networks, where
duplication of logs and records could occur. |

The proposed Regulations Amending the
Specialty Services Regulations, 1990, the proposed Regulations
Amending the Radio Regulations, 1986 and the proposed Regulations
Amending the Pay Television Regulations, 1990 are appended to this
public notice. |

3. |
The Commission invites comments on the
proposed amendments set out in this notice. The Commission will accept
comments that it receives on or before 2 September 2005. |

The Commission will not formally
acknowledge comments. It will, however, fully consider all comments and
they will form part of the public record of the proceeding, provided
that the procedures for filing set out below have been followed. |

Comments filed in electronic

in which they are submitted. Paper versions will be converted to
electronic versions by the Commission for this purpose. All comments
will be placed on the public examination file. |

The Commission encourages
interested parties to monitor the public examination file and the
Commission’s web site for additional information that they may find
useful when preparing their comments. |
