How to file a tariff application
What are the elements of a tariff application?
There are four elements to a tariff filing: the covering letter, the
description page, the tariff page(s), and the supporting documents. These four
elements are explained below.

What is the first element of a tariff filing?
The first element is your covering letter.
The letter should be addressed to Mr. Leonard Katz, Executive Director,
Telecommunications, Canadian Radio-television and Telecommunications Commission,
Ottawa, Ontario, K1A 0N2.
The letter should include the following:
Tariff Notice number
the type of tariff
the subject of the application
an explanation of the company’s filing
a reference to any pertinent orders or decisions
…and in the last paragraph:
the proposed effective date
the date by which approval is sought
If the entire application is not proposed to be filed on the public record,
you must identify materials in the application that you consider confidential and
provide reasons for the claim of confidentiality. You must also provide an
abridged copy of the application for the public record.
If you are requesting ex-parte treatment of the application, indicate so, in
bold, at the bottom or top of the letter by writing EX PARTE. You will

What is the second element of a tariff filing?
The second element is what we refer to as the description page. Please see
Appendix A.
This page resembles the covering letter except that the following information
must be included:
assigned CRTC tariff number
the proposed effective date
the description.
What is the third element of a tariff filing?
The third element includes all of your tariff pages. The tariff pages should
be filed in accordance with the attached template in Appendix B.
The tariff pages must include the following:
At the top of the page:
name of the company
"Proposed tariff page"
the type of tariff
the description
At the bottom of the page:
the filing date
the effective date
What is the fourth element of a new tariff filing?
The fourth element includes the supporting documentation required by the
Commission. Examples of supporting documents are those required to demonstrate
that the filing meets price cap indices and/or imputation test rules.
If the entire application is not proposed to be filed on the public record,
you must identify clearly materials in the supporting documents that you consider
confidential. You must provide an abridged copy of the application for the public
record.
What if I need to make a change on a tariff
application I already sent in?
You are not required to file an A or B filing, if you only want to correct
typographical errors, in your tariff pages. In this case, you must resend your
application with a covering letter asking us to replace your original filing.
If you decide to make any changes to the rates or the terms and conditions set
out in the tariff pages after the tariff application has been sent to the
Commission, you are required to file an A filing. If there are any further
changes of this type to be made to the A filing, you are required to file a B
filing, and so on.
In the case of an A or B filing, the company should include an explanation of
the amendment in their covering letter, and change the other elements
accordingly. For example, if you file TN# 100, the TN# should now be 100/A.
