the Stentor member companies in the provision of their frame relay and packet data
services. The Commission is of the view that, in the case of IX private line and
ATM-based services, Northern should file additional information on the nature of the
services in question. The Commission also considers that the traffic agreement
between O.N. Tel and Northern should be amended to remove the "non-compete"
provision.
