Vision

Contribute to informed decision-making for the purpose of sustaining the environment for the benefit of present and future generations.

Mandate

  • Integrate Environmental Assessment advice, based on sound science, into decision-making of federal government policies, plans, programs and projects;
  • Promote exemplary Departmental compliance with CEAA and national consistency in its application;
  • Facilitate departmental implementation of the Cabinet Directive relating to the EA of policies, plans and programs; and
  • Co-ordinate and develop departmental positions and provide scientific and technical information as requested.

Role

EA is an early planning tool that allows science to be integrated into the decision-making process for new activities and projects within and outside of Environment Canada's influence in order to anticipate, prevent or mitigate adverse environmental effects.

Program Objectives

  • to ensure departmental compliance with the Canadian Environmental Assessment Act (CEAA), the 1999 Cabinet Directive requiring the assessment of policies, plans and programs and the Department of the Environment Act by:
    • ensuring national consistency in Environment Canada of project assessments and position statements for environmental assessment in public fora; and,
    • advising managers on scientific and policy matters in relation to EA.

  • to promote the consistent and exemplary use of EA as a means to make environmental sound decisions by:
    • advocating the use of environmental assessment throughout the federal government;
    • developing Environment Canada's corporate approaches, national policies and procedures relating to the conduct of project assessment activities; and,
    • ongoing training and coaching for the assessment of policies, plans and programs across all services of Environment Canada.

  • to advocate the sustainable use of resources, the conservation of biodiversity and the protection of sensitive ecosystems.
