Role and Key Functions

The mandate of Audit and Evaluation is to support senior management in attaining the strategic objectives of the department by providing them with objective, independent, and evidence-based information, assurance, and advice on the effectiveness and efficiency of departmental programs, policies and operations. The ultimate goal is to improve management capacity and EC program delivery.

The roles and responsibilities of Audit and Evaluation are grouped under the following five key functions:

1. Audit: provides EC managers with objective assessments about the design and operation of management practices, control systems, and information. The Treasury Board Policy on Internal Audit repositions the audit function as a provider of assurance services to departmental senior management. Assurance provided by the internal auditor, through audit engagements, give management confidence on the soundness of management processes within the organization.

2. Evaluation: ensures that departmental management also receives timely, strategically focused, objective and evidence-based information on the policies, programs, and initiatives of the department.

3. Office of the Auditor General (OAG)/ Commissioner of Environment and Sustainable Development (CESD) Liaison: another role is to liaise with the OAG and the Commissioner of the Environment and Sustainable Development (CESD) on their planned audits and studies, provides advice and assistance to departmental managers who are the subject of OAG / CESD audits, coordinates departmental responses on behalf of senior management and prepares briefing materials for the Deputy Minister and the Minister. Audit and evaluation also assists departmental managers in responding to petitions and liasing with other government departments.

4. Special Reviews: as required, special reviews on matters relating to the implementation of such policies as Internal Disclosure of Information Concerning Wrongdoing in the Workplace and Values and Ethics Code for the Public Service are conducted.

5. Management Advice: on a demand basis, expert management advice and services are provided in the area of management practices for the implementation in EC of government-wide initiatives. These include areas such as the financial information strategy, modern comptrollership, and evaluation frameworks and logic models.
