Products and Services

Meteorological Services and Business Policy Branch (MSBPB) of the Services, Client, and Partner Directorate (SCPD) is committed to promoting and delivering high quality meteorological services to the general public and private sectors. The mission of MSBPB is to ensure the provision of accurate weather services to Canadians for effective decision-making, and hence the improvement in societal and economical benefits as well as quality of life. The availability of service is ensured by the implementation of the state of the art warning delivery and dissemination technologies. The quality of service is promised by setting up standards for environmental forecast products, and is measured by a performance measurement system. The Branch also provides the national focus on special services and private sector relations, including cost recovered services (Tier III) as well as national policy development, functional leadership for the management of MSC revenues, and national leadership for marketing MSC products and services to some key client groups. To carry out these objectives, the Meteorological Services and Business Policy Branch is divided into five divisions.

Web Services
MSBPB is responsible for the overall management of services provided through the Internet. This includes Web plans, policies and strategies, content and service management, priority setting, governance, performance measurement, response to inquiries, exploring new technologies, compliance to Official Languages and other Government directives and all other management related issues. This work is done in consultation with all stakeholders within MSC and with the contribution of the Atmospheric Environment Prediction Directorate for the physical operation of the site and the development and maintenance of software.

Standards Setting
MSBPB sets up forecast standards for aviation, weather warning, marine and surface weather observations. Being the leader of the weather forecast industry, a Charter for public weather services has been developed. Forecast manuals are published and updated on a perpetual basis by this subgroup.

Dissemination
The Dissemination Group is responsible for the delivery of weather services and products to MSBPB clients. They are also responsible for strengthening interactions with key partners as well as the private sectors utilizing the MSBPB services.

Performance Measurement
Performance measurement Group ensures a sustainable and cost-effective system delivering quality weather services through information gathering, data analysis and interpretation. They are responsible for carrying out ongoing performance assessment of public weather services to ensure that they are efficiently meeting the public's needs.

Special Services and Partners
Special Services and Partners Group undertakes the development and implementation of national policy and guidelines including the cost recovery framework, media services, revenue management and data access. They are the national support resource for MSC cost recovery and they provide national marketing strategies for key client groups or industrial sectors. They also lead the Marketing Advisory Committee (MAC) in conducting and coordinating national marketing activities in Canada and abroad for cost recovered and public services and products.
