APPOINTMENT TO INTERNATIONAL DEVELOPMENT RESEARCH CENTRE BOARD OF
GOVERNORS
Foreign Affairs Minister Bill Graham today announced the appointment of
Francine Matte to the Board of Governors of the International Development Research Centre (IDRC). She has been
appointed for a four-year term.
The IDRC is a public corporation created by the Parliament of Canada in 1970 to help developing-country scientists and
communities find solutions to social, economic and environmental problems through research. By bringing together people,
institutions and ideas, the Centre seeks to ensure that the benefits of this research will be shared equitably among all its
partners in both the northern and southern hemispheres.
The IDRC is directed by a 21-member Board of Governors comprising 11 Canadian members and 10 non-Canadian
members.

BIOGRAPHICAL NOTE
Francine Matte is a consultant in commercial and competition law. From 1999 to 2002, she was Senior Counsel and
coordinator of competition law practice in the commercial law unit of the Stikeman Elliott law firm in Montreal. From
1994 to 1999, she held the position of Senior Deputy Commissioner, Investigation and Research, in the Competition
Bureau. During the course of a long career in federal administration, Ms. Matte acted as a legal and management adviser
with a number of departments and organizations. Among these were the Department of Regional Economic Expansion, the
Department of Indian Affairs and Northern Development, Environment Canada, Industry Canada and Treasury Board.
From 1988 to 1990, she was Corporate Secretary of Investment Canada, and from 1983 to 1986 she was a special assistant
to the Deputy Minister of Justice. Ms. Matte has been a Queen's Counsel since 1986. She has a law degree from the
University of Ottawa and is a member of the Quebec bar.
