DIPLOMATIC APPOINTMENT
John Manley, Minister of Foreign Affairs, today announced the appointment of Serge April as Ambassador to the
Netherlands and Permanent Representative to the Organization for the Prohibition of Chemical Weapons.

BIOGRAPHICAL NOTE
Serge April (B.A. Externat classique St-Jean Eudes 1964; LL.L. Université Laval 1967; admitted to the Bar of Quebec
1968; D.E.S. Public Law, University of Ottawa 1970) joined the Department of External Affairs in 1968 and served in
Rome, Havana and Paris (Organization for Economic Co-operation and Development). In 1985 he was appointed
Ambassador to Senegal, in 1992 Deputy High Commissioner to the United Kingdom, and in 1996 Ambassador to Poland.
At the Department of Foreign Affairs and International Trade in Ottawa, he has held a number of positions in the legal
area: Director of Economic Law and Treaties, Senior Advisor for Federal-Provincial Relations, Director General, Legal
Affairs, and, since 1999, Chief Air Negotiator. He is married to Suzanne Mercier and they have two children. Mr. April
succeeds Marie Bernard-Meunier.
