Two New Associate Deputy Ministers
With the appointment of John H. Sims as Deputy Minister
of Justice and Deputy Attorney General of Canada, and the retirement of
Mary Dawson, Prime Minister Paul Martin announced the appointment of two
new Associate Deputy Ministers for the Department of Justice.
Donna Miller was most recently Senior Regional Director
the Prairie Region. Before joining the Department in 1999, she was with
the Manitoba Department of Justice, including seven years as Director
of the Constitutional Law Branch.

William C. McDowell joins the Department from the Toronto
office of McCarthy Tétrault. A litigation partner with wide-ranging
experience in the areas of criminal law, professional discipline, commercial
litigation and linguistic rights, he is a leading practitioner in the
field of libel and media law.

Miller and McDowell join Michel Bouchard, who became
Associate Deputy Minister in October 2003 after a distinguished career
with the Quebec government.
