Patrick Boyer, a Progressive Conservative MP from Toronto, was named Chair of the Parliamentary Committee on Equality Rights. The all-party committee sat for most of the year, during which time the three-year moratorium on the implementation of Section 15 of the Charter of Rights and Freedoms ended and the new equality rights came into force.
