The Project must:

1) be essential to maintain or improve safety, protect the asset or significantly reduce operating costs;

2) meet accepted engineering practices; and

3) be justified on the basis of current demand. Projects which result in an expansion of the facilities will only be considered where it is demonstrated that the current facilities negatively impact safety.

The Applicant must demonstrate financial need, i.e. inability of the airport to self-finance the project, and will be required to provide audited financial statements for the airport for the past three years.3

3The audited statements may extend to more than the airport where the applicant has other operations.
