Canadian Agriculture Safety Program (CASP)Summary Farm Safety and Rural Health Program - CASP is a four year four million dollar program with funds from the Canadian Adaptation and Rural Development Fund. The program ends December 31,2003. The CASP objective is to lower the incidence of agriculture related deaths and injuries with the implementation of preventative programs targeted at reducing the risk of injury or fatality. Program Description The CASP objective is to lower the incidence of agriculture related deaths and injuries with the implementation of preventative programs targeted at reducing the risk of injury or fatality. Priorities of the program are as such: YEAR I (April 1, 1999 to March 31, 2000): Develop programs aimed at reducing deaths and injuries related to tractors, specifically those related to rollovers and run overs. YEAR 2 (April 1, 2000 to March 31, 2001): Continue delivery of programs relating to tractor rollovers and run overs and develop programs relative to power take-off and other machinery entanglements. YEAR 3 (April 1, 2001 to March 31, 2002): Continue delivery of year 1 and 2 programs and develop programs relative to livestock handling. YEAR 4 (April 1, 2002 to March 31, 2003): Continue delivery of year 1, 2 and 3 programs and develop programs relative to operation of machinery and motor vehicles on public highways. The priorities need to be flexible to reflect changing trends. They will be reviewed on an annual basis to reflect the findings from the Fatality and Hospitalization data compiled by the Canadian Agricultural Injury Surveillance Program and other sources. The agreed priorities will form the guidelines to be followed by CASP Applicants when they submit a project application. Recognizing that there needs to be flexibility in the program, proposals for projects which do not fit in the priorities but which address a specific local need and the individual differences in the provinces will be considered under the provincial allocations. These project proposals will be accompanied by backup information quantifying the issue they are intended to address. Applications are reviewed and recommended to the Board by an advisory committee which is comprised of individuals, whom are not Board members, representing producers, academic, government and preventative agency sectors. The Board of Directors of the Coalition make the final decisions on each application. The program is administered by the Canadian Coalition for Agricultural Safety and Rural Health. Eligibility Criteria CASP projects are eligible for funding at two levels- provincial or national. CASP will fund projects that are consistent with its objective of lowering the incidence of agriculture related deaths and injuries. Project activities should involve one or more of the following categories: development of materials and promotional materials that will increase the level of awareness of the farm sector on agricultural health and safety issues; the design, development and evaluation of surveillance mechanisms that can monitor the incidence of agriculturally related deaths and injuries, and health related issues; farm health and safety preventative programs; facilitation of the exchange of information on farm health and safety issues; data gathering and analysis of information pertaining to rural health and safety issues; and, the identification, development and promotion of safety standards. Eligible applicants include: non-profit organizations including corporations, partnerships, co-operatives, universities, colleges, industry associations, federal, provincial or territorial governments, crown corporations and government agencies.
