Quebec City's strategic position on the St Lawrence River and its access to the Canadian rail network gives it significant advantages as a port. The main cargoes handled through the Port of Quebec are grain, paper, general cargoes, granite and petroleum products.

Several auxiliary ports are also served by experts from the Centre: Trois Rivières, which exports primarily grain; Bécancour, which handles large volumes of aluminum; and the Saguenay River ports of La Baie and Grande Anse, which handle bauxite, lumber, paper and aluminum ingots.

In addition to housing the Quebec regional Marine Safety offices, the Service Centre offers a wide range of Transport Canada services, including approval of plans and specifications. The following activities are available at the Service Centre:

- Vessel registration
- Certification of Canadian vessels and approval of plans for construction and/or modification-repair of vessels
- Certification of mariners
- Monitoring of loading and transshipment of high-risk cargoes
- Pollution prevention and monitoring
- Inspection of foreign ships under Harbour Control
- Monitoring of transport of dangerous goods
- Application of occupational safety and health measures and inspection of ship's tackle
