Rimouski is the seat of economic activity in Eastern Quebec and an administrative hub. Located at the mouth of the St Lawrence River, Rimouski is widely recognized as a centre of marine expertise, particularly through the Institut maritime du Québec, research activities at the Maurice Lamontagne Institute and training available at the University of Quebec at Rimouski. In view of the significant port activities and seafarer training available at the Institut Maritime, Transport Canada administers a service centre providing all services except vessel registration. This latter activity only occurs in Montreal and Quebec City; complete information, however, can be obtained locally. The port of Gros Cacouna, which handles significant volumes of lumber, is served from Rimouski.

- Certification of Canadian vessels
- Certification of mariners
- Monitoring of loading and transshipment of high-risk cargoes
- Pollution prevention and monitoring
- Inspection of foreign ships under Harbour Control
- Monitoring of transport of dangerous goods
- Application of occupational safety and health measures and inspection of ship's tackle
