Monitoring Design 2001: The design was developed to provide information and analysis on the performance of the grain handling and transportation system.

Reform 2000: In May 2000, the government announced its intention to introduce measures to increase efficiency and cut costs in Canada’s grain handling and transportation system.

Kroeger 1999: Arthur Kroeger was appointed to work with industry stakeholders, including producers, and prepare recommendations by Sept. 30, 1999, on the changes necessary to implement a reform package based on the framework set by Justice Estey in 1998.

Estey 1998: Justice Willard Z. Estey was asked to conduct a comprehensive review of the handling and transportation system for prairie grain and grain product.
