What We Do

The regional implementation team for the Ports Commercialization and Divestiture Program provides assistance and support to port communities wishing to take over any of the 37 harbour facilities covered under the Program. In this regard, the team identifies potential port owners of facilities and sites, and identifies municipalities and private sector groups interested in acquiring port facilities.

Assistance and Support :

- Several tools are available: information documents, technical data sheets and prospectuses for each port, guide to preparing business plans, Master Plan Part I, information bulletins (Info-Ports), and so on;
- Specific meetings to discuss real property, financial, environmental and legal aspects;
- Financial assistance (limited to feasibility studies);
- Transfers of expertise;
- Multi-disciplinary team to monitor progress of transfer.

Program implementation

Regional and local ports will be transferred to other interests over a six-year period, beginning in December 1995. Implementation teams, consisting of Transport Canada employees, have been set up.

The mission of the regional implementation team is to :

- Assist and support port communities as they take over the running of their own port facilities
- Identify municipalities and private-sector groups interested in taking over marine facilities and services
- List potential port owners for sites and facilities
- Conduct legal title searches, financial and market analyses, land surveys, asset appraisals and environmental assessments in preparation for transfer

Teams are assisted by financial experts, legal counsel, real estate appraisers, etc.

Transfer Fund

Transfer is facilitated by a fund of $125 million spread over six years and designed to facilitate the transition to new ownership. The money will be used for such things as bringing existing port facilities up to minimum safety or operating standards, or making lump-sum payments to facilitate port takeovers. It may also cover some of the costs incurred by new owners or operators to comply with regulatory or insurance conditions. Lastly, the fund may assist groups, communities or other local interests to take over a group of ports or achieve cost savings by rationalizing infrastructure.
