EXPLANATION OF SERVICES
Approval of Flight Training Device
To issue a Level 2 or Level 5 flight training device certificate to the
operator of a flight training device that has already been certified under the National
Simulator Evaluation Program and that is to be used only for training conducted under
the authority of Subpart 406.
Issue Flight Training Unit Operator Certificate
Subject to section 6.71 of the Act, to issue, on receipt of an application
submitted in the form and manner specified in the personnel licensing standards,
a flight training unit operator certificate. The FTU must also undergo a satisfactory
pre-certification audit.
Amend Flight Training Unit Operator Certificate
Subject to section 6.71 of the Act, to amend, on receipt of an application
submitted in the form and manner specified in the personnel licensing standards,
a flight training unit operator certificate.
Appointment of Designated Flight Test Examiners (DFTE)
Identify the need for, select, train, and appoint a person to conduct a flight
test on behalf of the Minister.
Flight Test Appointment
After receipt of a request for flight test service, schedule and conduct the
flight test.
Cancellation of Registration
Pursuant to CAR 202.57(1) and (2), when notified by the Region that all
requirements for the cancellation of registration have been met, Headquarters (HQ)
proceeds with removing the aircraft from the Register and faxes a notice of
de-registration to all parties involved.
Aircraft Registration/Re-registration
To register an aircraft in the Canadian Civil Aircraft Register the new owner must
meet the requirements of 202.15 and 222.16 of the CARs. The aircraft has to have a
valid flight authority, normally confirmed with Maintenance and Manufacturing Branch.
With these steps being concluded, the Certificate of Registration is issued.
Leasing Authorization (LA)
The issuance of a leasing authorization involves the receipt of the required
application, fee and supporting documentation from a Canadian operator on behalf of
all operators involved, by the applicable Regional Civil Aviation Branch. The
application is then processed by General Aviation involving coordination with other
specialty branches to issue the leasing authorization.
Administering Written Examinations
Verify the identity of the applicant and his/her admissibility to write the
examination. Collect the fee, assign the appropriate examination, record the time
in and invigilate the examination.
Results of Written Examinations
Retrieve the examination by the appropriate time limit, mark the examination,
advise the applicant of a pass or failure, provide a feedback letter and in the case
of a failure, indicate the earliest date for a re-write.
Issue of Permits, Licences and Qualifications
For each permit, licence and qualification, review the application and verify by
confirming documentation that all the medical, experience, knowledge and skill
requirements as set forth in the standard have been met and the fees paid in
accordance with the regulations. Process the application, including data entry into
DAPLS for document issue.
Medical Certificate, Category 4
Receive a medical declaration, review the declaration and file, recommend for issue,
input into DAPLS for certificate issue.
Temporary Documents
Review the request and verify, by confirming documentation and the applicant’s
record, that all the medical, experience, knowledge and skill requirements as set
forth in the standard have been met, and that fees have been paid. Process the
request for input into DAPLS and subsequent licence issue or prepare the temporary
document. Collect appropriate fee for issue of a temporary document.
Validation of Foreign Licences
Determine the purpose of the request, verify the validity of the foreign licence
and make a copy of the licence and the medical certificate. Open a file, process the
application, collect the fee, enter data into DAPLS and issue the validation on the
appropriate form.
Exemptions
Review the requests for exemptions and those having a national impact are forwarded
to HQ by regional staff to ensure a consistent approach and extensive coordination.
Other exemptions are coordinated within the region. Both safety and public interest
requirements must be met. The public interest determination is made by Air Policy and
requires coordination by them. Exemptions are prepared in HQ for those sections of the
CARs set out in the Delegation of Authority document. Others are issued in the
regions.
Issue Aerobatic Competency Certificates
Subject to CAR 623.06(2)(a), review the request and associated recommendation.
Either issue a Transport Canada Statement of Aerobatic Competency (form 26-0307),
or provide the applicant with reasons outlining why the certificate cannot be
issued.
Special Flight Operations Certificate (other than for Special Aviation Events)
Subject to Divisions 2 and following of CAR 603, review the application
for a Special Flight Operations Certificate. Either issue the certificate, or provide
the applicant with reasons outlining why the certificate cannot be issued.
Exemptions and Authorizations (other than for Personnel Licensing Matters)
Review requests for exemptions to regulatory requirements or for other forms of
authorization when received. Upon review, either prepare the documents for appropriate
signature or provide the applicant with reasons outlining why the exemption or
authorization cannot be granted.
Launch Authorization
Review request for launch authorization to ensure information is complete. Either
issue a launch authorization pursuant to CAR 602.44 including any conditions or
provide reasons why the authorization cannot be issued.
