The government's management framework, Results for Canadians, commits managers to sharpening their citizen focus, to applying sound public service values, to managing for results and to spending in a responsible manner. Accordingly, managers have a responsibility to monitor the performance of policies, programs and initiatives and to make sound decisions and to report on performance. Treasury Board policy is that departments are responsible for establishing and supporting an internal audit capacity that is appropriate to their needs and is capable of fulfilling these responsibilities in a timely and professional manner.

Quality Assurance is a management tool that operates throughout the lifecycle of a policy, program or initiative. It helps managers design and implement reliable performance measurement systems. It also periodically assesses effectiveness in achieving objectives, impacts, both intended and unintended, continued relevance and alternative ways of achieving expected results.

The Quality Assurance Implementation Plan has been developed in order to conduct branch efforts and activities in complete harmony with the objectives defined in Civil Aviation's Flight 2005 and to provide quality management direction and continuity to the national Civil Aviation program.

Our Objectives

Civil Aviation Objective: A formal framework for implementing safety management systems within Transport Canada Civil Aviation and the industry.

Educate all civil aviation safety inspectors holding ministerial delegation of authority on safety management system concepts and requirements Integrated Management System training would be in addition to the Safety Management System information & training that will be provided. Develop audit and review protocols for safety management systems Quality Assurance audit and review protocols will be designed to meet Civil Aviation requirements as well as comply with Treasury Board's Internal Audit and Review policies Ongoing Quality Assurance processes updated for all functional areas

Civil Aviation Objective: Improve awareness, knowledge and acceptance of the mandate and role of the Civil Aviation program.
