Develop draft Civil Aviation Directive on the translation of Civil Aviation Documents in Spanish.

Most, if not all civil aviation authorities, are increasingly involved in rules harmonization and information sharing efforts with other jurisdictions around the world. Language is not an issue with major aviation authorities such as the FAA and JAA, however, language is a greater factor, if not a barrier, for smaller authorities, particularly those from less developed countries. Civil Aviation has been increasing its ties with Central and South America where, with the exception of Brazil, the primary language is a form of Spanish. Production of selected documents in Spanish can greatly facilitate the transfer of information and contribute to safety oversight in Spanish speaking countries.

Milestones: The first draft of a proposed Civil Aviation Directive is expected during the third quarter of 2000. Target promulgation or shelving of the proposal during 2001.

Measures/Indicators: There is no tangible measure or indicator linking the results of this project with the key result areas of Flight 2005. The benefits of translating documents enable a wider distribution and reception of the safety information presented and is a demonstration of the application of our Civil Aviation values of professionalism, service, respect and teamwork within the international community. One of the results will be an increasing inventory of Civil Aviation documents available in Spanish. Another would be a new Civil Aviation Directive.
