KELOWNA CITY COUNCIL 2005- 2008

The City of Kelowna is governed by an elected Council comprised of a Mayor and eight Councillors. Councillors are elected for three-year terms and each member of council represents the city at large.

Regular meetings are scheduled Monday afternoons at 1:30 p.m. at City Hall, 1435 Water Street. Meetings are held in Council Chambers, which has a seating capacity of 150. (During the summer months these meetings are scheduled bi-weekly.)

Regular meetings, as well as Public Hearings on development applications, are also held every second Tuesday at 7:00 p.m.

The public is welcome to attend all sessions.

In addition, Council regularly meets Monday mornings to discuss in-camera business as permitted under the Community Charter.

Meeting agendas and minutes are available on the City’s website: www.kelowna.ca under “Council”. Council meetings are broadcast live (audio only) on the internet via www.castanet.net. Monday afternoon meetings are rebroadcast on Shaw Cable 11 on Wednesdays and Saturdays at 11:00 a.m. and on Sundays at 7:00 p.m.

Remuneration
Mayor of Kelowna
$81,000 annually 
(one-third is an allowance for expenses and thus non-taxable)

Councillors
$24,300 annually
(one-third is an allowance for expenses and thus non-taxable)

Councillors receive an additional $350 per month (one-third non-taxable) when acting as Deputy Mayor. Councillors serve as Deputy Mayor on a monthly rotating basis.

These salaries are effective Jan. 1, 2006. The decision to review salaries is made by City Council, and an independent consultant is chosen to conduct the review. Salaries were last reviewed in 2005.

The Community Charter and the Local Government Act The Community Charter and the Local Government Act give Council the authority to establish policies to guide the growth, development and operation of the city, to set budgets and to levy taxes to provide services. Each municipality must operate with a balanced budget.

Under the Council-Manager system Council delegates administrative responsibility to the City Manager who oversees the City’s five separate departments: Financial Services, Planning and Corporate Services, Parks and Leisure Services, Works and Utilities and Human Resources.
