The goal of the City Manager is to provide leadership and coordination to all departments in the discharge of their responsibilities. The City Manager ensures that all departments utilize effective and efficient management principles, and challenges each department to strive for better performance.

  • Financial Services
  • Human Resources
  • Parks and Leisure Services
  • Planning and Corporate Services
  • Works and Utilities

Also reporting directly to the City Manager are:

  • General Manager - Kelowna International Airport
  • Superintendent, Kelowna Detachment, RCMP (Police)
  • Communications Manager

The City Manager provides advice and recommendations to City Council and advises Council on the financial condition and future needs of the City. It is the City Manager’s responsibility to ensure that Council directives and policies are carried out.

The City Manager also oversees the preparation of annual budgets, programs and policy initiatives and establishes standards and priorities to ensure the consistent delivery of high quality City services. He represents the City of Kelowna in discussions with the Provincial Government, local businesses and Kelowna citizens.

Year in Review - 2005

Communications 

The Corporate Communications Division is responsible for internal and external communications, and the development of an effective public consultation strategy.

Communications: The goal is to increase awareness of City programs and services, by both employees and the public, to promote a better understanding of municipal operations and procedures. This is accomplished primarily through internal and external websites, brochures, newsletters and reports, media relations and advertising.

Public Consultation: The City of Kelowna is striving to develop and enhance the number of meaningful opportunities available for public input, participation and influence in the decision-making process on major directions taken by the City.

The Communications Manager is responsible for the development of standards for presenting the City of Kelowna with a consistent, positive and professional public image.

Citizen Survey 

The City conducts an annual citizen survey to gauge public satisfaction with municipal programs and services, and to gain an insight into citizens’ rankings of service priorities. The survey is thoroughly reviewed by council and management and used as a basis for budgetary submissions for the following year’s programs and services.

Filming Requests

The City of Kelowna encourages and supports filming within the city and will make every effort to accommodate filming requests whenever possible. Filmmakers interested in filming in and on civic property, including parks, roadways and sidewalks, should submit their requests to the Outdoor Events Coordinator at 469-8853.
