The Montreal Protocol on Substances that Deplete the Ozone Layer is an international treaty designed to control the production, importation and use of certain ozone-depleting substances (ODS). In order to meet its commitments under the Montreal Protocol, Environment Canada has developed and promulgated regulations to address this issue.
In July 1999, Environment Canada published the Federal Halocarbon Regulations under the authority of new Canadian Environmental Protection Act (CEPA). The purpose of the Regulations is to reduce and prevent emissions of ODS and of their halocarbon alternatives from federal departments, agencies, boards, federal works and undertakings (FWU) and areas under Federal jurisdiction.
These Regulations apply to refrigeration, air conditioning, solvent cleaning and fire protection systems that are either located on federal or aboriginal lands, or are owned by FWUs. Companies and their personnel servicing such equipment are also subject to the Regulations.
