AMENDMENTS TO THE REQUIREMENTS FOR THE ISSUE OF A STUDENT PILOT PERMIT

Background

The following was raised for discussion at the September 1995 Personnel Licensing Workshop: Should Student Pilot Permits (SPP) be issued prior to all requirements - Age, Medical Fitness, Citizenship, Knowledge, Experience and Skill - being met?

There was general agreement from the Regions that once the requirements of Age, Medical Fitness, Citizenship and Knowledge have been satisfied, then the SPP can be issued. It was also understood that the SPP could not be used for solo flight until the instructor is satisfied that the student has met the required level of Experience and Skill.

Action

An Authorized Person may issue an SPP once the requirements of Age, Medical Fitness, Citizenship and Knowledge have been met. It remains the Instructor’s responsibility to ensure that the Experience and Skill criteria are met before authorizing solo flight.

Expiry

This Policy Letter will expire with the appropriate amendment to Part IV of the CARs.
