Subject

FOREIGN LICENCE VALIDATION CERTIFICATE

Reference

Personnel Licensing Procedures Manual (PLPM), Chapter 16, Validation of Foreign Licences.

Background

When conducting audits of Regional Offices, Headquarters’staff noted that there was a discrepancy in wording used on Foreign Licence Validation Certificates.

Action

Please use the wording in DAPLS specified below in Appendix A when issuing a FLVC. Also note that there are some cases where the document is to be issued by Headquarters’staff only.

Expiry

This Policy Letter will expire with the new edition of the PLPM.

Appendix A

EXAMPLES

FOREIGN LICENCE VALIDATION CERTIFICATES

FERRY (can be issued in all regions)

FERRYING CANADIAN REGISTERED (TYPE) AIRCRAFT FROM (COUNTRY) TO (COUNTRY)

NO PASSENGER CARRYING FOR HIRE OR REWARD

RECREATION (can be issued in all regions)

PRIVATE RECREATIONAL PURPOSES ON CANADIAN REGISTERED AIRCRAFT IN ACCORDANCE WITH THE PRIVILEGES OF THE (FOREIGN COUNTRY’S) LICENCE

NOTE:  Private recreational purposes includes receiving flight training

TRAINING (can be issued in all regions)

PROVIDING FLIGHT TRAINING TO FLIGHT CREW EMPLOYED BY (COMPANY) ON CANADIAN REGISTERED (TYPE) AIRCRAFT

COMMERCIAL (can be issued in HQ only)

PILOTING CANADIAN REGISTERED (TYPE) AIRCRAFT OPERATED BY (COMPANY), {IN (COUNTRY/RIES) optional}, IN ACCORDANCE WITH THE PRIVILEGES OF THE (FOREIGN COUNTRY) LICENCE

CO-PILOT DUTIES ON CANADIAN REGISTERED (TYPE) AIRCRAFT OPERATED BY (COMPANY) {IN (COUNTRY/RIES) optional}, IN ACCORDANCE WITH THE PRIVILEGES OF THE (FOREIGN COUNTRY) LICENCE
