Requirement Under U.S. Rules for Barges Carrying Substances or Organisms Identified in Classes 1-9 Of S.2 of the Transportation of Dangerous Goods Act of 1992 (Canada)

PURPOSE:

This directive has been developed to inform operators of Canadian-flagged towing vessels of the requirements of U.S. rules with regard to barges carrying dangerous goods on international voyages.

DIRECTIVE:

Noting that the Marine Transportation Security Regulations (MTSR) and United States Coast Guard vessel security regulations differ in their applicability with respect to barges, Transport Canada Marine Security would like to inform operators of Canadian-flagged barges greater than 100 Gross Register Ton (GRT) carrying products, substances or organisms identified in Classes 1-9 of section 2 of the Transportation of Dangerous Goods Act, 1992 whether in bulk or packaged form, that US rules require the towing vessel security plan for the barge to address security for the barge and its cargo, except for barges carrying products, substances or organisms identified by U.S. rules as posing a low risk. These products, substances or organisms have been identified to Transport Canada Marine Security as:

  • Ferrophosphorus;
  • Lime, unslaked;
  • Petroleum coke, calcined;
  • Petroleum coke, uncalcined;
  • Sawdust; Brown Coal Briquettes (Lignite);
  • Calcined Pyrites (Pyritic ash, Fly ash);
  • Charcoal; Coal;
  • Direct Reduced Iron (Hot & Cold molded);
  • Ferrosilicon, containing 25% to 30% silicon or 90% or more silicon (including briquettes);
  • Fluorspar (Calcium Fluoride);
  • Magnesia (unslaked);
  • Metal Sulphide Concentrates; Peat Moss;
  • Pitch Prill (Prilled Coal Tar, Pencil Pitch);
  • Silicomanganese (with a silicon content of 25% or more);
  • Vanadium Ore;
  • Woodchips;
  • Wood Pulp Pellets.
