Transport Canada is the lead federal department responsible for the security of the marine transportation system. The department works in collaboration with several other departments and agencies which play a significant role:

Transport Canada

Transport Canada is responsible for the planning and development of policies, procedures, legislation, regulations, standards and related memoranda of understanding (MOUs) with stakeholders, as well as the oversight and enforcement of the legal framework pertaining to the security of the Canadian transportation system.

Department of National Defence

National Defence is the lead department for coordination of on-water response to a marine threat or a developing crisis in Canada’s Exclusive Economic Zone and along our coast. In addition to the overall coordination of on-water response, the Canadian Forces monitors and controls military activities within Canada’s territory, airspace, and marine areas; assists other government departments in such areas as fisheries protection, drug interdiction, and environmental protection; contributes to humanitarian assistance and disaster relief; maintains a national search and rescue capability and, of course, assists in responding to terrorist incidents.

Public Safety and Emergency Preparedness Canada

The Minister of Public Safety and Emergency Preparedness (PSEP) will continue to have lead responsibility for enforcement and policing. PSEP brings together the Canadian Security and Intelligence Service, the Royal Canadian Mounted Police, and a newly-created body, the Canada Border Services Agency.

CSIS is the federal agency with primary responsibility for investigation, collection, analysis, production and dissemination of security intelligence and for advising the federal government on threats to the security of Canada.

The RCMP is a national, federal, provincial and municipal policing body, providing federal service to all Canadians and services under contract to three territories, eight provinces, and hundreds of municipalities and First Nations communities. The mandate of the RCMP includes overall responsibility for national security — including being the lead investigator in national security matters — as well as activities such as preventing and investigating crime, maintaining order, enforcing laws on matters as diverse as health and the protection of government revenues, ensuring the safety of state officials, visiting dignitaries and foreign missions, and providing vital operational support services to other police and law enforcement agencies. 

The Canada Border Services Agency’s (CBSA) mandate is to manage the nation's borders by administering and enforcing the domestic laws that govern trade and travel, as well as international agreements and conventions. The work of the CBSA includes identifying and interdicting high-risk individuals and goods, working with law enforcement agencies to maintain border integrity and engaging in enforcement activities, including seizures of goods, arrests, detentions, investigations, hearings and removals.

Canadian Coast Guard

The Canadian Coast Guard provides mariners with national programs and services related to aids to navigation, marine communications and traffic services (MCTS), marine search and rescue (SAR), pollution response, icebreaking and waterways management. Additionally, the Coast Guard manages and operates the departmental fleet (vessels and helicopters) and provides valuable maritime expertise, services and platforms to DFO's Fish Management and Science sectors, as well as to other federal government departments and agencies requiring on-water and infrastructure support to fulfill their non-military maritime mandates.
