1.8 Granting and maintenance of registration

Upon the recommendation of the local District Manager and respective Regional Director, the President of Measurement Canada will grant the registration.

While agreements are signed by the President of Measurement Canada, the main point of contact for organizations are the local Measurement Canada district offices.

The registration may be terminated without notice by Measurement Canada if needed (see 1.11 of Terms and conditions).

In the case of a name or ownership change of the organization, Measurement Canada will determine the extent of verifications to be done before granting registration to the new organisation.

1.9 Changes of scope and the addition and removal of recognized technicians

No additional guidance provided in this section.

1.10 Surveillance and monitoring

Measurement Canada will visit registered organizations to maintain ongoing communication, which will help to ensure that program requirements are still met and provide an opportunity for organizations’ questions to be addressed. These visits will occur at least once per 12 month period even if no problems are encountered. They will occur more often if non-conformances with requirements are encountered.

Monitoring of registered organizations will include at least one follow up inspection per recognized technician per device type, at least once every 12 months.

Follow-up inspections can occur in the presence or absence of recognized technicians.

For technicians who are recognized for more than one device type, at least one of the follow up inspections per 12 month period must be done in the presence of the technician. For technicians recognized for only one device type, the follow up inspection conducted in his/her presence must be done at least once per 24 month period.

During follow-up inspections that are conducted in the presence of technicians as they are inspecting devices, the condition of standards used can be established; the level of knowledge required by the technician can be determined; whether the technician’s manuals are up to date can be checked; as can the technician’s general skills.

Follow-up inspections that are done in the absence of the technician are to be performed within 3 months, and in no case later than 6 months, after a device has been certified by the technician. If problems are encountered during a follow-up inspection in the absence of the technician and these problems cannot be clearly attributed to work performed by the technician, then another follow up inspection should be conducted within 30 days after a device has been certified by the technician to further establish the cause of the problems.

For each follow-up inspection, a report will be completed by the Measurement Canada inspector. In addition, an inspection certificate will be issued by the Measurement Canada inspector when the follow up inspection is done in the absence of the technician.

The time frame for the registered organization to determine and implement corrective action should be discussed and agreed to with Measurement Canada. The default time allowance for correcting a non-conformance is three weeks (15 working days) unless the registered organization justifies the requirement for more time, or the severity of the non-conformance calls for a shorter period of time for corrective action.
