The key activities of the NLS include:

  • partnership development and liaison
  • project development and consultation
  • grants and contributions administration
  • support of promotion and awareness materials and events
  • research
  • policy analysis
  • symposia and consultative meeting

The NLS has two funding streams. Through its Federal/Provincial/Territorial Funding Stream, it supports literacy projects which are directed to regional or local needs. Provinces and territories are required to spend an equal or greater amount in the area of literacy and proposals must address provincial and territorial priorities. The NLS does not fund direct delivery of services and the NLS Terms and Conditions are followed in determining the distribution of funds.

The National Funding Stream supports projects in the non-governmental sector, which includes national literacy organizations, provincial or territorial literacy coalitions, business and labour organizations and other NGO's with an interest in literacy. The NLS works directly with these organizations to support the national objectives of both the NLS and the organizations themselves.

Literacy touches virtually every aspect of our lives. It is key to personal growth and development. It has a profound influence on our health and on our social, emotional and economic well-being. With over 42% of Canadians functioning with low and very low levels of prose literacy (based on the International Adult Literacy Survey, 1994), the work of the NLS remains critical to the mandate of Human Resources and Skills Development Canada.
