Mandate

To develop strategic advice for the Minister and the Government on lifelong learning in Canada.

Key roles

  • Provide high quality policy research and analysis on current and emerging issues regarding the overall performance of the learning system in meeting the needs of individual learners and society
  • Develop conceptual and analytical frameworks on lifelong learning and its various sub-components as well as relating lifelong learning to the Government's broader social and economic priorities
  • Identify key issues requiring Government action or policy change and develop strategic options and recommendations in these areas
  • Lead efforts to improve coordination and coherence across Government departments and agencies involved in lifelong learning in Canada
  • Collaborate with provincial and territorial government officials to advance learning objectives for the country as a whole
  • Maintain regular contact with key external stakeholders and experts to share evidence on emerging challenges and best practice in Canada's learning system and build consensus on required directions for improvement
