Keltic Liquefied Natural Gas Terminal and Marginal Wharf Project:
Federal Funding Awarded to Participate in the Environmental Assessment

OTTAWA – February 2, 2006 – The Canadian Environmental Assessment Agency (the Agency) has awarded $32,050 to two applicants to support their participation in the environmental assessment of the proposed Keltic Liquified Natural Gas (LNG) Terminal and Marginal Wharf project. The funding is made available through the Participant Funding Program administered by the Agency. The recipients are: The Ecology Action Centre and The Aquaculture Association of Nova Scotia.

A Participant Funding Review Committee, independent of the regulatory authorities, was established for the Keltic LNG Terminal and Marginal Wharf project and examined the requests for funding received in connection with this project. All of the Committee's recommendations are unanimous and are contained in the report of the Funding Review Committee, which is available on the Agency's Web site.

The proponent, Keltic Petrochemicals Inc., proposes to construct and operate a petrochemical complex, LNG importation and vapourization facility, and associated infrastructure in Goldboro, Nova Scotia. The overall development proposal includes petrochemical facilities, a marginal wharf, an LNG terminal, LNG storage and regasification facilities, an electrical co-generation facility and a highway to the development site.

The Canadian Environmental Assessment Agency administers the federal environmental assessment process, which identifies the environmental effects of proposed projects and measures to address those effects, in support of sustainable development.
