The 2005 Defence Policy Statement provided clear policy guidance articulating the need to transform the Canadian Forces to become more “effective, relevant and responsive” in meeting protecting Canadians from emerging threats in a post-9/11 security environment.

While elements of CF transformation will undoubtedly rely on new technologies and equipment, transformation will primarily be dependent upon having educated and professionally-developed personnel in place to master the challenges of the new security environment. More …
