Public Service Modernization Act



The Public Service Modernization Act (PSMA) is designed to facilitate hiring the right people when and where they are needed, to promote more collaborative labour-management relations, to focus on learning and training for employees at all levels, and to clarify roles and accountability. The PSMA will fundamentally change the way employees are hired, managed, supported and led.

The Act, which was passed by Parliament on November 4, 2003, and received Royal Assent on November 7, 2003, creates two new Acts: a new Public Service Employment Act (PSEA)  and a new Public Service Labour Relations Act (PSLRA).

The new Public Service Employment Act (PSEA) is designed to facilitate hiring the right people, when and where they are needed, while respecting the values of fairness, transparency and access.

The Public Service Labour Relations Act (PSLRA), is expected to be the cornerstone of good HR people management, enabling co-development of workplace improvements, mandatory and informal conflict management systems and an expanded role for the new Public Service Labour Relations Board.

The PSMA also amends the Financial Administration Act (FAA) and the Canadian Centre for Management Development Act (CCMDA), and makes amendments to other Acts as required.

The Public Service Human Resource Management Agency of Canada wants to play an active role to ensure that departments and agencies are fully prepared for a successful implementation. To this end, we are providing you with the PSMA Implementation Status documents for the PSLRA/FAA and the PSEA, and the guidelines for completing and submitting these assessments.
