Learning Framework
The Learning Framework for the public service supports the delivery of the Public Service Policy on Learning, Training and Development, and defines the role of the
Canada School of Public Service.
It is a comprehensive plan that is designed to align learning in government with the business of government.

New Programs by the Canada School of Public Service
The Canada School of Public Service, the common learning service provider of the public service, plays a vital role in the delivery of the learning framework by
providing foundational learning.

Coming Soon: Orientation to the Public Service
Almost immediately after being appointed, all new public servants at all levels, hired for six months plus one day, will get basic orientation training as an
introduction to the public service.

Coming Soon: Authority Delegation Assessment and Training
Authority delegation assessment and training will ensure that managers at all levels understand their roles, responsibilities and their basic delegated
authorities in finance, human resources, information management and contracting, and that they acquire the fundamental knowledge and skills needed to meet legal
requirements and exercise delegated authority competently.

Coming Soon: Professional Training
Professional training will ensure that public servants in key occupations or designated functional communities (Finance; Audit; HR; Procurement, Material
Management and Real Property; Information Management) will meet minimum standards for learning.

PSMA Learning Series
The Public Service Modernization Act (PSMA) provides significant opportunities for renewal, reform and
cultural change. Managers, HR professionals and collective bargaining agents require relevant learning products and services to implement the new Act.
DELEGATED MANAGERS need to understand and accept new responsibilities and accountabilities
in order to implement the new HR management framework, particularly when managing a large team.
HR PROFESSIONALS need in-depth knowledge and skills to develop new procedures and
the ability to lead attitude and behavioural changes in their organization. They are divided into specialist areas, including labour relations, HR planning, staffing,
compensation and bargaining.
COLLECTIVE BARGAINING AGENTS and managers will need to work collaboratively in the
new labour management era.
To respond to individual learning needs, the Canada School of Public Service's learning series includes:
- classroom courses;
- online modules;
- conferences and special events; and
- learning advisory services.
