Association of Canadian Financial Officers

Financial Management (FI) (expiry date:  November 6, 2004)

Notice to bargain was received October 27, 2004. The group has selected Conciliation / Strike as the dispute resolution method. The parties exchanged proposals on February 21, 2005. Negotiation sessions took place on April 18, April 23 to April 25, May 26-27, June 10, and July 13. The negotiations scheduled for September 6 to 9, 2005 were postponed until November 7-9, 2005. The negotiations scheduled for November 28 to 30, 2005 have been postponed. The parties have scheduled dates for post elections negotiations. These dates are set for March 13 and 14, 2006.

Canadian Association of Professional Employees

Economics and Social Science Services (EC):  collective agreement presently in effect, expiry date: June 21, 2006.

Translation (TR) (expiry date: April 18, 2005)

Notice to bargain was received January 18, 2005. The group has selected arbitration as the dispute resolution method. Negotiations were held on June 14 and 15, October 4 to 6, October 25 to 27, November 8 to 10, 2005 and November 22 to 24. Further meetings are scheduled for February 21 to 23, 2006.

CAW - Local 2182

Radio Operations (RO):  collective agreement presently in effect, expiry date: April 30, 2007.

Air Traffic Control (AI):  collective agreement presently in effect, expiry date: April 30, 2007.

Canadian Federal Pilots Association

Aircraft Operations (AO)  (expiry date:  January 25, 2004)

Notice to bargain was received on December 16, 2003. The group has selected Conciliation / Strike as the dispute resolution method. Negotiations were held April 14 to 17, 2004 in Toronto. The union has requested the services of a conciliation officer. The conciliation officer met with the parties October 4 to 7, 2004 and November 29 to December 1, 2004. The union is going to request a Conciliation Board. The parties met June 27, 28 29 as well as July 4, 2005, to review the outstanding issues. There are no further meetings scheduled at this time.

Canadian Military Colleges Faculty Association

University Teachers (UT):  collective agreement presently in effect, expiry date: June 30, 2007.

Canadian Merchant Service Guild

Ship's Officers (SO): collective agreement presently in effect, expiry date: March 31, 2006.

Communications, Energy and Paperworkers Union of Canada

Printing Services (Non-Supervisory) (expiry date:  September 30, 2005)

Notice to bargain was received November 3, 2005. The group has selected Conciliation/Strike as the dispute resolution method. The parties were to exchange their proposals and negotiate on November 15, 16 and 17, 2005. At the request of the bargaining agent, these negotiations have been postponed. Negotiations are scheduled for February 28 and March 1, 2006.

Federal Government Dockyard Chargehands Association

Ship Repair Chargehands and Production Supervisors - East (SRC) (expiry date:  March 31, 2006)

Notice to bargain was received on December 12, 2005. The group has selected arbitration as the dispute resolution method. The parties exchanged proposals on February 9, 2006.

Federal Government Dockyard Trades and Labour Council (West)

Ship Repair West (SR-W): collective agreement presently in effect, expiry date: September 30, 2006

Federal Government Dockyard Trades and Labour Council (East)

Ship Repair East (SR-E) (expiry date:  December 31, 2003)

Notice to bargain was received on November 10, 2003. The parties exchanged proposals on January 16, 2004 and negotiations were held February 22-26, March 22-26, 2004, May 17-21, 2004 and August 17-19, 2004. Mr. Gilles Grenier has been appointed as conciliator. The parties met December 6, 7, and 8, 2004, January 20 and 21, 2005. The union applied for the establishment of an Arbitration Board. The Arbitration hearing took place on August 30 and 31, 2005. The arbitral award was received on September 21, 2005. The award provides for the introduction of one structural equity adjustment of 4.85 % on January 1, 2004, and economic increases of 2.5% (Jan 1, 2004); 2.25% (Jan 1, 2005) and 2.4% (Jan 1, 2006). The new agreement will expire on December 31, 2006.

The collective agreement, due to be signed by the parties on December 20, 2005, was postponed and should be signed shortly.

International Brotherhood of Electrical Workers - Local 2228

Electronics EL):  collective agreement presently in effect, expiry date: June 30, 2007.

Professional Association of Foreign Service Officers

Foreign Services (FS):  collective agreement presently in effect, expiry date: June 30, 2007.

Professional Institute of the Public Service of Canada

PIPSC

Audit, Commerce and Purchasing (AV):  collective agreement presently in effect, expiry date: June 21, 2007.

Computer Systems (CS) (expiry date:  December 21, 2004)

Notice to Bargain was received on September 23, 2004. The group has selected conciliation/strike as its dispute resolution method. The parties exchanged proposals on November 26, 2004. The parties met January 17-19, and February 2-4, 2005 and April 5-7, 2005. Most non-monetary issues have been resolved. Negotiations were held May 30 to June 1 and June 27-28, 2005. The bargaining agent has requested the assistance of a conciliation officer. The parties met with the conciliation officer September 21 and 22, 2005 and did not reach an agreement. The union indicated that it would apply for a Conciliation Board. The parties have completed the review of the designated positions and have come to an agreement. It is anticipated that the bargaining unit will, in the near future, request that the PSLRB establish a Conciliation Board.

Health Services (SH):  collective agreement presently in effect, expiry date: September 30, 2007.

Research (RE):  collective agreement presently in effect, expiry date: September 30, 2006.

Applied Science and Patent Examination (SP) (expiry date: September 30, 2005)

Notice to bargain was received on August 25, 2005. The group has selected the arbitration process as its dispute resolution method. The parties exchanged proposals on August 25, 2005. The parties met October 4-6, November 22-24, December 14 15, 2005 and January 10-12, 2006. Meetings scheduled for February 15 17, 2006 have been cancelled. No new dates have yet been set.

Architecture, Engineering and Land Survey (NR) (expiry date: September 30, 2005)

The collective agreement was signed on January 26, 2006.

Law (LA) (expiry date: February 28, 2006)

The bargaining Agent has submitted notice to bargain (November 15, 2005). Given the pending request for the LA certification, the parties have agreed to postpone negotiations.

Union of Canadian Correctional Officers / Syndicat des agents correctionnels du Canada - La Confédération des syndicats nationaux

Correctional Officers (CX) (expiry date:  May 31, 2002)

Notice to bargain was received on April 2, 2002. The group has selected Conciliation / Strike as their dispute resolution method. Since then, the parties have met 100 times to negotiate the renewal of the collective agreement. The parties last met on November 8, 9 and 10, 2005 to continue negotiations. On November 8, 2005, the employer presented an offer for settlement that it considers fair and equitable, consistent with offers proposed to and approved by other groups, including PSAC. In light of the impasse reached during this session, the employer contacted the Public Service Labour Relations Board (PSLRB) on November 14, 2005 to request the establishment of a conciliation board, to assist the parties in reaching an agreement.
