Revisions to the Guidelines for Ministers' Offices, February 2006

Subject: Revisions to the Guidelines for Ministers' Offices, February 2006

The Guidelines for Ministers' Offices have been updated. This bulletin is to inform you of the more significant revisions that have been made. These include:

1. The content of Part 1 and references throughout the Guidelines with respect to the Conflict of Interest Code for Public Office Holders have been streamlined.

2. There are no Ministers of State. Budget amounts for Ministers are identified as a range. Ministers will be advised directly via written communication of their specific budget allocations.

3. The Ministers' Office exempt staff complement has been modified.

4. There are new budgets for Ministers who are responsible for regional representation.

5. Salary ranges and increments for exempt staff will be the same as for the equivalent PA group Public Service levels

6. Salary ranges for the exempt staff positions equivalent to the AS-8 and EX Public Service levels will be the same as for the Public Service. Increments within the range will be 5% of actual rates.

7. Salary increases for exempt staff will be according to the approved increments.

8. Separation pay is capped at a maximum of four months payable to any exempt staff.

9. A cautionary note has been added to Section 3.7.6 with respect to exempt staff priority entitlements.

10. The Ministers' Office departmental staff complement has been modified.

11. Salary rates for Ministers' Office departmental staff in the PA group increase according to Public Service rate increases as of June 21, 2006.

12. The authority to transfer funds between Ministers' exempt staff salary budget and Ministers' operating budget has been modified.

13. Language on proactive disclosure has been streamlined.

14. Negotiated relocation assistance is limited only to exempt staff hired into positions equivalent to EX-02 and above, and equivalents

15. The appendix on priority entitlements of exempt staff has been deleted. A reference to the PSC priority system document has been provided in section 3.7.6.

16. The appendix containing the policy on designation of exempt staff has been deleted. Reference is made in Part 1 to the Office of the Ethics Commissioner for this policy.
