Managers Project

What is the Managers Project?

The Treasury Board Secretariat carried out a Managers Project, under the auspices of The Leadership Network, to explore ways of supporting Managers in the Federal Public Service. This Project also provided an opportunity to address the concerns/issues raised by the National Managers Community. The objective of the project was to produce recommendations on three areas of focus: the definition of a manager, validation of service-wide competencies, possible options for valuing and supporting managers.

Four Phases of the Project

The Project was carried out in four phases. The first phase involved conducting research and consulting with key stakeholders on the three areas of focus mentioned above. The second phase entailed the analysis of the findings from phase one and the identification of potential options. In the third phase the potential options were tested with key stakeholders and the last phase consisted of producing recommendations.

Consultation with Managers

As part of the consultation process, Consulting and Audit Canada conducted 17 focus groups with randomly selected managers across the country in the month of June 2003. A report summarizing the focus group findings is available. Additionally, 1100 individuals responded to the on-line-questionnaire which was accessible on this web site during the period of June 10 to July 18, 2003. A report on the on-line questionnaire is also available on this web site. The National Managers' Community Secretariat, Regional Co-ordinators and Council members met on December 2, 2003 to test potential options.

Final Report

The team responsible for the Project (now reporting to the Public Service Human Resources Management Agency of Canada) finished its consultations and produced a final report containing 29 recommendations and a proposed implementation plan, which can be found on this web site.

Senior Management Endorsement and Definition of a Manager  

On October 26, 2004, the Deputy Minister Human Resources Management Advisory Committee (DMHRMAC) endorsed the Managers Project Final Report with slight modifications to the definition of a Manager which you will find here on the web site.

Next Steps

The results of the Managers Project are now being communicated to the various stakeholders and their support is being sought in implementing the recommendations. Periodic progress updates will be posted on this web site.
