New policy instruments dealing with linguistic obligations of federal
institutions in the area of communications with and services to the public come
into effect on July15th, 2005

Update on the linguistic profile of public service of Canada executives
Under the Policy Concerning Language Requirements for Members of the
Executive Group, 2,257 executives were required to be able to perform their
duties in both official languages as of March 31, 2003.
On April 1, using preliminary data from March 24, we reported that 208
executives had not met the deadline. The Secretariat has now completed compiling
data as of March 31 from across the government. The number of executives
who did not meet the deadline dropped to 120 as of March 31. Some executives
have in fact achieved the required level, a number of others have been
transferred to positions for which they meet the language profiles, and still
others have retired.
Of the 120 who did not meet the requirements by the deadline, 82 are on
full-time language training and 21 will be retiring within the year or are on
leave. Treasury Board Secretariat is closely monitoring the remaining 17 cases.
In all cases where the requirements were not met, the executives no longer
perform the same duties.
Since March 24, the number of executives subject to the deadline has
decreased by 58 dropping from 2,315 to 2,257. A number of positions were vacated
for various reasons, including retirements, leave without pay and transfers to
other positions for which the incumbent meets the language requirements. Checks
with departments also revealed the need for corrections resulting from data
entry and other errors.
